Technical Assistance Hub

The Community Engagement Technical Assistance (CETA) Hub offers specialized strategies and support to ensure the Green Bank is part of advancing highly-engaged, community-driven solutions.  

CETA Hub service recipients include community lenders funded through the Green Bank, projects and businesses receiving financing from community lenders that are funded by the Green Bank, and communities eligible to receive our funding. The Green Bank for Rural America prioritizes investments in Appalachia, energy communities, and rural communities of color and Native communities. Financing and technical assistance will be available in all eligible rural areas nationwide.

The CETA Hub is led by the West Virginia Community Development Hub, a nationally-recognized leader in rural community engagement practices, in partnership with the Green Bank for Rural America.

Happening Now: Apply to participate as a Technical Assistance Provider

Green Bank for Rural America is seeking Technical Assistance Providers with expertise to support community lenders, project developers, and communities in each of the six Hub areas.

Goals and Services

The Green Bank for Rural America and the WV Community Development Hub aim to build a sustainable pipeline of potential project investments in the most distressed areas served by the Green Bank, strengthen ties between community lenders and the communities they serve through these investments, advance projects and businesses that align with community priorities, and document and share effective strategies for community-engaged investment in rural areas.

Our CETA Hub services follow a five-prong strategy:

  • Community Coaching Program: Coach 27 community teams across the country over five years, creating better communication between community teams and lenders and building a pipeline of projects for investment
  • Community Lender Technical Assistance: Provide community engagement training and one-on-one TA for community lenders funded through the Green Bank
  • Borrower Technical Assistance: Provide direct TA to projects and businesses to strengthen their strategy and activities related to community outreach and coordination
  • Community Technical Assistance: Provide direct TA to communities to strengthen their strategy and activities related to community visioning, planning, outreach and coordination
  • Documentation and Analysis: Prepare case studies and best practices of community engagement within the field of rural community investment

Ways to Participate

We will provide a variety of forms of TA support to communities, project developers, businesses and community lenders served by the Green Bank. If you are interested in either receiving support from the CETA Hub, or participating in a national network of community engagement TA service providers, please review the following information to find opportunities to engage.

Building a national application pool of interested communities for our 15-month coaching program.
We expect to open applications for the community coaching program in the spring of 2025.  We envision hosting three cohorts of 9 communities each, with each cohort lasting ~15 months.  If you are located in the Green Bank service area and are interested in learning more about the program and how it could support your community, please review the information below and complete the inquiry form.

Building our national network of community engagement service providers.
We will activate a network of community engagement experts and practitioners to address the needs of lenders, communities, and projects requesting support. If you represent an organization that can provide TA for community engagement services, please review the information below and see the Green Bank’s Request for Proposal.

As we build the CETA Hub, we are interested in partnering with individuals and organizations that are already working in the communities targeted for Green Bank funding. We want to connect with community lenders, potential project applicants, and community engagement or advocacy organizations. About Our CETA Hub Partner: West Virginia Community Development Hub

The WV Community Development Hub (The Hub) is a nonprofit organization that supports community leaders with the tools and training they need to spark and lead positive change in their communities. The Hub serves as the lead partner administering services for the CETA Hub. 

The Hub partners with communities to improve quality of life by empowering leaders, building collaboration, amplifying community stories, and tackling barriers to community development.

The Hub has worked with more than 70 community leadership teams across five states. Community members who work with The Hub gain skills to boost rural community development, project development and implementation, and access to resources. On average, the communities The Hub works alongside leverage $100 for every $1 in funds they receive
